
Sa’ar: PA Doubled Its Payments to Terrorists in 2025
The Palestinian Authority has nearly doubled its payments to convicted terrorists and to families of those killed while carrying out attacks, Israel’s Foreign Ministry revealed on Wednesday, November 19. Officials said the outlays have surged this year despite repeated claims that the policy had been ended.
Last year, Ramallah disbursed $144 million in such payments; in 2025, it has already committed $214 million, and the year is not over, Foreign Minister Gideon Sa’ar said. Sa’ar urged international partners to hold the PA accountable and to end the practice often referred to as “pay-for-slay.”
The revelation followed criticism that PA chairman Mahmoud Abbas had attempted to “fool the world” by firing an official over so-called unauthorized payments while shifting the stipends to an “independent” foundation branded as welfare support. Over the years, PA officials have remained defiant about continuing these stipends.
